Division of Electricity Bill Charges (Taxes)

Apart from checking the electricity bill online, there are some really important things for you to know. It should help WAPDA electricity consumers like you to get their hands over everything written in the electricity bills.

The amount to pay against each electricity bill is systematically divided into different charges. It includes:

  • F.C Surcharge
  • GST
  • GST on FPA
  • T.R Surcharge
  • TV Fee
  • The cost of electricity consumed

You are quite likely familiar with TV fees and General Sales Tax (GST) on electricity bills. However, some technical terms might require a little more words to convey the complete meaning.

For those who did not know these terms before, we have explained them to you below.

FC Surcharge: FC is the abbreviation for Financing Cost. The FC Surcharge was initially implemented to secure funds for the debt servicing of Power Holding Private Limited.

It is applied at Rs. 0.43 per kWh to all power sector consumers in Pakistan, except for the lifeline domestic consumers.

FPA: FPA stands for Fuel Price Adjustment. In Pakistan, NEPRA decides to account for the variation in fuel prices and power generation mix.

According to NEPRA, Fuel Charge Adjustments (FCA) are implemented on consumers to adjust the actual increase or decrease in fuel cost prices in the country. Thus, the fuel cost price may vary from month to month depending upon the current fuel prices.

FESCO monthly bill implies FPA on rental power energy companies that generate electricity from Crude Oil, etc.

TR Surcharge: TR stands for Tariff Rationalization. The TR Surcharge represents a positive or negative tariff gap between NEPRA and the Government of Pakistan.

Given that particular aspect, the TR Surcharge serves to uniform the overall power subsidy on the budget.  It balances the tariff across the country through cross-subsidy.

In case the tariff gap is positive, the GOP should subsidies the power companies. However, if the tariff gap goes negative, the power distribution companies have to pay to GOP as an “Inter DISCO Tariff Rationalization Surcharge (IDTR SUR).
